Ed Flosi, M.S.

Ed is a retired sergeant from the San Jose (CA) Police Department, and has been in law enforcement for over 27 years. Ed has a unique combination of practical real world experience and academic background. He had several assignments as a police officer including; Field Training Officer, Narcotics Enforcement Team, Narcotics Covert Investigations, Special Operations Canine Unit, Weed & Seed Program/Project Crackdown, Law Enforcement Instructor/Training Unit. As an officer in the Training Unit, he was assigned as the lead instructor for the Force Option Simulator program. Collaterally, he was the lead instructor for the Force Option Simulator Instructor program where he was responsible for delivering instructor level training for Northern California agencies.

Among his many duties after his promotion to sergeant, Ed served in Research and Development (Office of the Chief of Police) from 2005 until 2007. It was during this time that he was instrumental in assisting in the development of the San Jose Police Department’s Force Response Reporting system. During his assignment in Research and Development, he was the primary author and focus group leader for the San Jose Police Excited Delirium Training Bulletin. This bulletin has received international attention as a “best practice” document.
 

He was assigned for a year as the supervisor for the San Jose Police Department temporary holding facility. He was assigned to, and retired from, the Training Unit as the supervisor for the Decentralized Training Team, which oversees the Force Option Simulator and Law Enforcement Driving Simulator programs.

Ed was the lead instructor for; (1) use-of-force training, and (2) defense and arrest tactics for the San Jose Police Department. He is one of the primary developers of the defensive tactics systems currently being taught in many of the law enforcement agencies in the south bay area. He continues to teach defensive tactics to academy recruits and in-service officers as well as training new instructors to teach the system.

A graduate of San Jose State University with a Bachelor of Science degree in Criminal Justice, Ed completed his Master of Science degree in Emergency Services Administration (Dean’s List Award – with Honors) at California State University—Long Beach. He also has a California Adult Education Credential for Designated Subjects.

Ed was an adjunct instructor in Administration of Justice, West Valley College, Saratoga (CA) and served as a member of the West Valley College Administration of Justice Advisory Board.
 

Ed is a certified Force Analyst through the Force Science Research Center® and a certified Forensic Analyst through the Institute for the Prevention of In-Custody Death®.

Ed is a California P.O.S.T. certified instructor in multiple disciplines, including; (1) Defensive Tactics, (2) Baton, (3) Force Option Simulator, (4) OC Spray, (5) Emergency Vehicle Operations, and (6) Law Enforcement Driving Simulator. He has also certified as a TASER® instructor.

Ed has instructed in a variety of programs, including, but not limited to: Use of Force (cognitive); Force Option Simulator; Force Option Simulator Instructor; Use of Force Documentation; Arrest and Control/Defensive Tactics Instructor; Electronic Weapons; ASP Tactical Baton; Expandable Baton; Narcotics Recognition and Influence; Raid Planning and Entry; Hostage/Barricade Situation; Alternative Car Stop Tactics; Law Enforcement Driving Simulator; Emergency Vehicle Operations; Excited Delirium; and, Ethics in the Criminal Justice System.

Ed worked with his K9 partner Andy vom Emsbogen in the San Jose Police Department Special Operations Canine Unit from 1993-1999. Andy was certified Diensthunde Prüfungsordnung (DPO) level one in May 1994 by Judge Zollbeamter Johann Ermer. Andy was certified as DPO level two in April 1996 by Judge Zoar Bolten. As an experienced police service dog hander, he is certified by California P.O.S.T. to evaluate and certify police service dog teams.

Ed has been retained and has testified as a Use of Force expert in several cases in the Superior Court of California and in Federal Court cases. 

Ed has served as a subject matter expert on several committees for California P.O.S.T. including; (1) force options simulator training, (2) basic academy use of force training workbook, (3) basic academy defensive tactics and impact weapons workbook, (4) the production of video training to help develop training guidelines for the use of O.C. Spray in California Law Enforcement, (5) the production of video training to help develop training guidelines for the use of projectile weapons and electronic weapons in California Law Enforcement, and (6) assisting with the production of web based officer safety training course, “Hot or Not.”
 

Ed was a member of the California P.O.S.T. Law Enforcement Officers Killed and Assaulted (LEOKA) Council from 2003-2010/2017-2018 and in this capacity has reviewed dozens of cases where law enforcement personnel have lost their lives in felonious attacks and in accidents.
 

He participated in a Deadly Force Metric Expert Focus Group assisting Dr. Bryan Vila, Ph.D. (Washington State University – Spokane) in a current and on-going study.

Ed holds a 2nd Dan Black Belt in Police Taiho Jutsu awarded on July 16, 2011 by the Shudokan Ryu Taiho Jutsu.
